Support "hard delete" functionality when deleting a tenant #502

Currently, deleting a tenant does not delete the underlying configuration files and other artifacts. This was intended so that you could "undelete" a tenant by adding another one with the same id and not lose all of the associated work. In some cases, completely deleting the tenant artifacts is required, so an extra parameter should be added to the APIs and REST services to allow for this option. The dialog in the user interface should query as to whether the tenant data should be permanently deleted.
