Support "administer own tenant" permission in REST services and web interface #503

Though there is already a permission for "administer own tenant" in the list available for users, the REST services and web interface do not use the permission. The permission should be checked when querying for a single tenant by id, updating a tenant, listing existing tenants, and deleting a tenant via the REST services. It should also apply to the administration dropdown to determine whether the "Manage Tenants" entry is made available.
