Tenant datastore bootstrapping should occur in initialize() rather than start() phase #508

In order to access the tenant data model, the datastore must have been started. In a stopped tenant, the datastore is initialized, but not started, which means there is no way to view the data model of a stopped tenant. Move data store startup into the initialization stage so all other aspects of the data model may be configured for a stopped tenant.
