Ubuntu plugin: allow downloading of binary packages from PPAs.

It'd be great if I could specify "for part X I need package Y from PPA Z". Concrete example:

ubuntu-docviewer-app soon will need bits from a special armhf build of libreoffice (https://launchpad.net/~canonical-community/+archive/ubuntu/ppa).

This will work fine if you run the build in Launchpad with the source archive set to that PPA, since snapcraft will use the sources.list generated by Launchpad rather than its own. (Doing an armhf build currently requires admin intervention to mark the snap devirtualised, though.)
