Tested on RPi 3 with Ubuntu Core 16.04. Resolved an issue with PCSC-Lite not recognizing a USB SmartCard reader. |

This patch extends the rules for raw-usb to allow looking at devices
taht are not attached to the PCI bus (e.g. USB on the Rasberry Pi).
