Until 2.25 lands in candidate/stable we have to force install the
core snap from beta to get necessary bug fixes which prevent the
core configure hook from running successfully on installation.

I merged this after investigating the issue (trace here: https://forum.snapcraft.io/t/tests-broken-in-master/457/9) we still have a bug where the hook timeout is not working but this is no longer the same issue and I think this is is OK to land.
