scrape Twitter favorites in poll

right now, the streaming API is the only way to get Twitter favorites. that means we can't backfill them when our streaming backend breaks, so we just miss favorites during those periods.

the API doesn't expose them, but we can scrape them. TODO: find how. (we've discussed in IRC and elsewhere before.)
