requirements.txt: require "PythonicTestcase" instead of "pythonic_tes…

…tcase"

I deleted "pythonic_testcase" a few days ago as I stopped using that project long
ago and it dit not occur to me that soapfish still relied on the old name.

Yeah - I found this whole thing a bit odd @FelixSchwarz and just got bitten by the old project name going away.

PyPI and pip have supported automatic normalisation of names for a long time now AFAICT.

I typically lowercase all my requirements and replace underscores with hyphens and then I don't need to worry about all the differences in naming.
