Describe the feature you'd like to see included in Oxygen.
To be able to use modals that don't prevent the user from accessing the rest of the site while the modal is showing. Basically by just making the backdrop invisible and have no pointer-events.

What are the use cases for this feature?
To allow us to create site notifications, welcome messages etc in Oxygen using the modal feature (so we can take advantage of the modal triggers etc). We need to be able to add modals that don't prevent the user from accessing the site while the modal is visible.

Examples of this feature or functionality.
See any type of chat boxes, small welcome messages, any small popups usually found at the bottom-left and bottom-right of websites. They can be call to actions or help buttons, they are similar to modals but they don't block the rest of the site while they are showing.

Quick example.. here you wouldn't want to prevent the user from using the rest of the site while the message is being displayed, the user can ignore or dismiss the message but they are never blocked from the site, like with the usual modal with backdrop.

You can manually recreate this by turning off pointer events on the backdrop then re-adding it back onto the modals, but having an option to switch on that CSS would make it more easier for all users to use it.
