Add validator debug mechanism to boot to a specific slot and then halt #5445

When triaging what went wrong with a cluster, it can be very helpful to poke at RPC API around the point of the failure. A simple way to do this is to boot a validator from genesis and have it freeze at the desired slot and only start the RPC service. Some kind of a REPL would be amazing once in this debug state, but that's for a follow-up issue sometime later
