Add runtime check for AVX if solana-validator was built on an AVX machine #6704

The prebuilt solana-validator release binary contains support for AVX instructions (enabled automatically since the CI machine has AVX), but not all downstream machines have it. When run on a CPU without AVX, the Linux kernel kills solana-validator with an invalid opcode trap. Instead we can check at runtime if there's an AVX mismatch and cleanly exit.
