Backporting unit test metrics and the bug fixes for Scalastyle rule lookup and incorrect log messages from 7.3 and 7.3.1.
Don't get scared away by the number of changes as a lot of them are just updates to the headers.
I also removed the CHANGELOG and README files from this branch as it's tedious to maintain those, but I realised that some of the properties are different for the LTS version so I'll bring back the README file.
