- What I did
Xcvrd daemon will always use more than 50% CPU utilization in Mellanox platform. The root cause is Xcvrd will loop to get the change_event information using function get_transceiver_change_event(timeout) which is implemented in sfputil.py per platform. On Mellanox platform, get_transceiver_change_event() will return immediately by default even there is no SFP change event happened. So the Xcvrd daemon will always busy.

- How I did it
What I fixed is to change the default behavior to block the select function if the timeout is the default value zero in get_transceiver_change_event(),
- How to verify it
Check the CPU utilization of Xcvrd process, before this change, this process's CPU utilization is always around 50%. After this change, CPU utilization will decrease to nearly 0% at the most time.

Signed-off-by: Stephen Sun stephens@nvidia.com Why I did it Currently, there is a logic to enforce the drop probability if it is not explicitly designated for a color. However, the drop probability is not a mandatory attribute. It can incur vendor SAI complaints to set it when the color is disabled. The logic was introduced from the very beginning (by PR sonic-net#571) because no drop probability was defined in the QoS template at the time, which is no longer true. So we will enforce drop probability only if it is not configured and the color is enabled. How I verified it Unit test and manual test
