Is it possible to ng-include HTML file to template options and none of the angular elements are working inside template like ng-repeat/ng-class with angular.js #576

I'm trying to include my own template and i'm adding a html file to it, but it doesn't works my code looks like below:

   $scope.steps = [
    {
      path:'/app/page1',
      element: "#tour1",
      title: "Title of my step",
      content: "content of the step",
      smartPlacement:true,
      placement:'left',
      orphan:true,
      reflex:true
    },
    {
      path:'/app/page2',
      element: "#tour-2",
      title: "Title of my step",
      content: "content of the step",
      placement:'right',
      autoScroll: true,
      smartPlacement:true,
       },
     {
      element: "#tour3,
      title: "Title of my step",
      content: "content of the step",
      smartPlacement:true,
      placement:'right',
      redirect: true,
  },

   $scope.tour =   new Tour({ 
    storage: window.localStorage,
    backdrop: true,
    steps:$scope.steps,
    template: "<div ng-include="'app/html'"></div>"
 });

 $scope.showDemo = function (){ 
   $scope.tour.init();
   $scope.tour.start();

  }
