Feat. Req: Fold/Unfold DocBlocks

Would be nice if user can toggle the collapse-state of docblocks.

A few plugins (none of which are in package ctrl ASFIK) attempt to do "all comment" folding, but the one's I've worked with do not work out of the box the way I would like. I also think it makes sense to bundle this behavior in the plugin to specifically target docblock-style comments.

Stumbled on https://github.com/gitsome/docular-sublime-plugin and was ecstatic about it. I don't do python, so I wet my pants when I come across a plugin that does exactly what I'm looking for. 😃

I think it'd be really nice to have this in docblockr, the linked to plugin is like ~5 LOC, and is very useful.
