I'm pretty sure this repo is dead, and that the next version of the license list will be cut from spdx/license-list-XML (which will then become canonical). Can you file a PR against license-list-XML?

If an SPDX maintainer can confirm that plan, can we update the README and/or provide a CONTRIBUTING.md to that effect? It would be good to make this more obvious to potential contributors.

And the EPL-2.0 is listed here, so somebody will handle the license-list-XML PR before the next release if you don't have time to work it up yourself.
