sphinx tables to latex - no hlines

It looks like the "hlines" are completely gone from the generated latex tables even for trivial tables (without any multiwor/multicolumn).

The problem seems to appear at release 6e80ccdfcea3, date Mon Mar 04 00:12:34 2013 +0100 - Tables now look good. After this release (up to the present tip release - d95c46f9d738), there are no "hlines" in simple tables.

Priot to this release, there were some (hlines), but not all.

The https://bitbucket.org/birkenfeld/sphinx/pull-request/192 makes the output much better, but the tables are still not correct for the case where cells span over more rows. Problem #1332 is not such case. Please see testtable.rst.
