Explain how HTTP artifact account URL/credential mapping works #1159

Feedback: While the HTTP artifact page explains how to add a username/password combination to an HTTP artifact account, it doesn't explain how Spinnaker chooses a set of credentials to use. For example, if you have more than one HTTP artifact account, both with credentials, which set of credentials does it use? There doesn't seem to be a Halyard setting to, say, regex match a URL or something.

I'm not even sure where in the Spinnaker source code I'd go look to figure that out for myself. Which service is responsible for downloading HTTP artifacts?
