[hal] gcr dockerRegistry fails to register #4125

Issue Summary:

It would seem HAL should have access to the repository for the same project that it is deployed in, but it still gives this warning:

- WARNING Your docker registry has no repositories specified, and
  the registry's catalog is empty. Spinnaker will not be able to deploy any images
  until some are pushed to this registry.

The docker registry can be pulled from and pushed to without problem and contains a whole lot of images, so I'm not at all sure what cannot be found.

I noticed a path that didn't exist was being used as the password-file, so I set it to the /opt/gcr/key.json file that both the PubSub trigger and the GCS storage uses, and did a hal deploy apply, but to no avail; the warning is still there.

in GCP following initially the broken codelab and thereafter the docs. I've asked questions on slack, but noone answers. Also, this question from two weeks ago has gone unanswered — but it seems to be identical to my issue
