Currently there is no real way to specify order of execution of filters without resorting to web.xml, as discussed in this thread:

There needs to be a java config way to specify execution order of filters

As Phil Webb has pointed out in the referenced discussion, there doesn't appear to be a way to fix the order. So we are doing as much as we can by registering them in the same order. If the order of registration in web.xml is significant, it seems to me the same should be true in the ServletContext API. So I've created the following Tomcat ticket.

i do think i ran into the order issue a few times during development before i found a workaround. either way if the order is indeed respected, it should be clarified
