Release of 4.3.x supporting Jetty 9.4.0.v20161208+ [SPR-15027]

The Spring framework 4.3.x branch has added support for Jetty version 9.4.v20161208, but there doesn't yet seem to be a tag and release for this branch with these recent updates.

It would be great to have a release with these recent updates. This update of Jetty adds some important features, including proxy support for websockets.

We're tracking this through #19507 already, even if the backports are not complete yet. The 4.3.5 release - due mid next week - will definitely include Jetty 9.4 support.
