Andy Wilkinson opened SPR-15134 and commented

WebExceptionHandler beans that are retrieved from an application context are ordered. However, the ResponseStatusExceptionHandler bean that is exposed by WebReactiveConfigurationSupport has no order. As a result it will implicitly have lowest precedence preventing other WebExceptionHandler beans from being ordered to run after it.

I think that the ResponseStatusExceptionHandler bean that's exposed by WebReactiveConfigurationSupport should be ordered. My gut feel is that an order of zero would be appropriate.
