The reference documentation about hierarchical votes (section 14.4) shows the following example code:

<bean id="roleVoter" class="org.springframework.security.access.vote.RoleHierarchyVoter">
    <constructor-arg ref="roleHierarchy" />
</class>
<bean id="roleHierarchy"
        class="org.springframework.security.access.hierarchicalroles.RoleHierarchyImpl">
    <property name="hierarchy">
        ROLE_ADMIN > ROLE_STAFF
        ROLE_STAFF > ROLE_USER
        ROLE_USER > ROLE_GUEST
    </property>
</bean>

However, the property value should be put inside a tag.

Sorry, there are some errors in my reporting, but I can't edit it :-(
The title should be "Minor error in the Hierarchical Roles section of the reference documentation" (not "Rules").
The description should talk about "hierarchical roles" (not "votes").
The component should be "Docs and website".
The "Affects version" should be 3.1.1.
