Make SQL Engine Startup check skippable or allow for Manual startup #706

Feature Request

Is there a way to override the default value for the SQL Engine Service check? We have all the SQL Server services set to start manually on all of our SQL Instances (we have tempdb on ephemeral disks, and upon start of the VM, we need to partition those volumes before starting the SQL Service) but when we run the check, it shows as a failure because it is assumed that the service should start automatically. I don't see anything in the config output when running export-dbcconfig allowing an override.

What should be configurable for the results of the check ?

Either allow the check to be skippable and/or allow for the setting of the check value to be something other than Started for non clustered instances.
