Moving from a model where jetpack "decorates" your project
directory in-place to one where there's a destination directory.

Two reasons:

1) While the convenience of being able to run jetty in-place
   in your project directory seemed like a good idea,
   in practice it just creates a situation where you need to
   either .gitignore or go clean up the jetpack-created files
   before you can do anything useful with git.

2) We are driving toward a model that allows us to cleanly
   no-op parts of the jetpack run, so that if there have been
   no changes to gem dependencies or jetpack config,
   jetpack runs very quickly.

- The settings class is contained within the jetpack script
- Templates are now evaluated in the context of a binding from the Settings instance.
  This means referencing a setting in a template changes from
    <%= @settings.foo %>
    to
    <%= foo %>
