[CLI] Add auto-update if non latest version detected at end of flow #285

This will ensure that all CLIs remain up to date without annoying prompts before users start commands.

Turned off in ef13249 because it was running on every command and determines the incorrect current version if unpkg.com caching hasn't invalidated.
