Create new conda package

We changed the name from stacrs, so we need to make a new conda package.

This conda-forge/staged-recipes#28293 is the original package creation and feedstock https://github.com/conda-forge/stacrs-feedstock . @weiji14 can you advise if there's a standard approach to package renaming in conda-forge

There's a couple of options, see https://conda.discourse.group/t/rename-package-on-conda-forge/352/2. Either submit a new recipe request (cleaner), or change the output name in this feedstock. For the latter, see https://jbusecke.github.io/2022/07/20/renaming/ for a good guide.
