Part of #1479.
This PR bumps statsd_exporter to 0.29.0 (in the shared, airflow and superset images). I additionally added a new upload script to upload a new stats_exporter version to our repo. Eventually, we probably want to use patchable for this instead.
I tested this change with Superset 6.0.0 and it built successfully.
