Disallow tabs in file (no-tabs) #593

Disallow tabs completely. Including in comments and other places where ESLint doesn't check. (ESLint only checks indentation for tabs right now.)

This should be uncontroversial and no repos fail, so I will add it to the standard v8 beta.
