Standard 10.0.2 and NPM 5.2.0 broken install #951

I'm using a completely fresh install of v6.10.3 (also tried v8)

I updated npm to 5.2.0.

I created a clean package.json with "standard": "*" which installs 10.0.2.

./node_modules/.bin/standard errors out with:
Error: Failed to load plugin react: Cannot find module 'eslint-plugin-react'

Repeatable results every time.

This issue is already found npm/npm#17717
