remove_left modifier does not work with hash/pound sign character #1112

Expected behaviour

If a variable hashtag has a value of #bugs, the remove_left modifier should be able to remove the matched hash character at the beginning of the string.

For example this code:

{{ hashtag | remove_left:# }}

Should output:

bugs

Actual behaviour

Instead, it doesn't remove the hash and outputs just

#bugs

This code will work tho:

{{ hashtag remove_left="#" }}

Possibly similar to this issue: #271?

Server configuration

Operating system: Mac OS 10.10.5

Web server: Apache

PHP version: 5.6.10

Statamic version: 2.1.17

Updated from an older Statamic or fresh install: updated
