Time/Clock button is not displaying by default for dated entries #1856

Expected behaviour

At some point it was there, because one of the two entries i had previously made in this collection has a timestamp. it's been a while since i worked on this part of the site, a month or two, so i'm not exactly sure when it disappeared. Just expect the clock to display by default, so a time can be added if needed.

Actual behaviour

I had to add the following to my fieldset to get the clock to showup

  allow_time: true
### Steps to reproduce
Create a new entry in a dated collection, or open an existing entry that had no date saved. You'll see if the above is not in the fieldset, no calendar button appears.

**Operating System**: Mac OS 10.13.3 (17D102)

**Web Server:** Apache via MAMP pro

**PHP Version:** 7.1.12

**Statamic Version:** 2.8.8

**Updated from an older Statamic or fresh install:** Upgrade
