{{ pages from="" }} doesn't fetch localized pages #2276

The {{ pages }} tag doesn't fetch localized pages, it retreives the default locale pages instead.

To Reproduce
Steps to reproduce the behavior:

  1. Add {{ pages }} tag and use any of the following parameters ( url = ..., or id = .., of from = ...)
  2. View the rendered page
  3. Output is allways the pimary locale pages (listing)

Expected behavior
Display localized pages.

Environment details (please complete the following information):

  • Statamic Version 2.11.2
  • Fresh Install or Upgrade:
  • macOS 10.14.1
  • Browser: [chrome]
  • Web Server: [Apache]
  • PHP Version: [eg. 7.2]

Additional context
Tried using a localized slug (which has the same id as the default page) too. This returns a fatal error:
FatalThrowableError in PagesTags.php line 22: Call to a member function children() on null

Note 1: I changed the primary locale from EN to NL.
Note 2: Navigation and other localizations work as expected.
