DOC: keeping documentation of old versions on sourceforge #1068

I think we should keep the documentation for one previous release on the website.

Users that don't upgrade soon after a release will not have the documentation for their version available anymore.

(might affect mainly users that wait for the update from their distribution manager.)

added new label type-task similar to what scipy uses
