rename module to mixed_linear_model
add to api, and docs

mixed_linear.rst is copy paste from module docstring and release notes. I didn't read the details

This renames the module as discussed in #1695
The rst documentation is just cut and paste of what you have written in the release notes and module docstring.
You might want to check this, and update the example notebooks on the Wiki

I will try to go over some examples and the documentation during vacation
