Here the author writes:

Would it also parse ISO timestamps like 2015-03-05T19:40:53.324Z? Eg. what you get from javascript new Date().toISOString().

What we need is

strptime("%Y-%m-%dT%H:%M:%S.%fZ")

similar to how python does it.
