Steem 0.2.0

This release includes several bug fixes for the protocol and is a hard fork that takes effect

Changes:

1. recalculate witness votes
2. update virtual schedule time on adding and removing of votes
3. limit maximum number of witness votes to 30
4. check block timestamp to verify it isn't in the future
5. update fc with bug fixes for websockets
