As reported on WordPress.org by captzeanie2016, running Revision Strike via the Tools page reported a single revision being removed when the expected total was much higher.

Will need to investigate further to ensure that both the appropriate counts are being reported and deleted.

I've been unable to reproduce the reported issue, but additional tests have been added in 3a1705f to help guard against something like this in the future.
