Disable Draft&Publish by default or add ability to control default state of it

Summary

IMHO, it would be nice to have the Draft&Publish system be either disabled by default, or the ability to add to config.js or in some other way provide the ability to control the default behaviour of this.

Why is it needed?

Currently, for most new CTypes I need to remember to disable the D&P as in most cases I actually don't need it (or want it for what it's worth).

Suggested solution(s)

Add option to set the defaultEnabled or something from D&P. For example, again - config.js/Settings in UI, or something similar.

New user here with some fresh perspectives. I expected empty required fields to prevent saving - even in draft form. In my use case the editor user often has to review drafts from authors before publishing. If fields are empty, the editor would have to contact the author to ask for the missing info. Making sure all required fields are entered in draft form would solve this problem.

Following up on @dmurphy779 's perspective. I have the exact same use case. Any idea if this is something that can be achieved in any possible way in v3?
