Unlock the project directory after closing the project on it

Summary

Some times, I need to rename my Sublime Text Project Directory, so I go to the file manager and try to rename it, but Windows does not allowing me, because it says Sublime Text is locking the directory.

Closing all instances of Sublime Text solves the problem and allow the file manager to rename the directory.

Expected behavior

Do not keep locking the Project Directory after closing the Sublime Text Project.

Actual behavior

Sublime Text keep locking the Project Directory after closing the Sublime Text project.

Steps to reproduce

1. Open some Sublime Text project on the directory A
2. Open some Sublime Text project on the directory Any Other
3. Close the project on folder A
4. Try to rename the directory A to directory B with the file manager

Environment

I am also affected. It has been happening all the time but it was hard to consistently reproduce. The steps below seem to be working fairly consistently to reproduce the issue, though I have seen this locking issue occur in other scenarios that don't involve nested directories (this just seems to be the easiest way for me to reproduce it).

Steps to reproduce (Windows 10):

1. Create a three-folder nested directory (such as TestA\TestB\TestC). [I did this through the right-click file explorer menu]
2. Create a new text file in TestC, such as TestTxt.txt [I did this through the right-click file explorer menu]
3. Right click the txt file and Open with Sublime Text.
4. Add some text to the file and then save it (Ctrl+S).
5. Click the [x] to close the file tab in Sublime text.
6. Return to the parent directory and try to rename or delete folder TestA. An error appears saying that the folder is locked.
7. Close the Sublime application.
8. Try again - you can now rename or delete the folder.

I am using 3.1.1, Build 3176.

I feel like this started last time I updated. I don't think it was occurring with earlier versions of ST3. But I can't say for sure.

When the project or file is closed on Windows, build 3189 will now properly stop watching the dir, and thus release the lock on it.
