Add Module: Comment Dumper

This plugin should dump all the comments on associated with pictures. The 
module dump should have a relation with the dumped pictures so that when 
someone sees the pictures and comments offline, he can relate which comments 
are for which pictures.

Fixed!

Now DumpImagesTask dump comments associated with photos in a separate Html 
file, each Html file containing dumped comments is named according to Image's 
name.
