It isn't clear what @chimosky wanted the install step to do. Ibiam, please advise?

I note #10 thanks. On buster, "man lb_config" explains;

--debian-installer true|cdrom|netinst|netboot|businesscard|live|false

      defines  which  type, if any, of the debian-installer should be in-
      cluded in the resulting binary image. By default, no  installer  is
      included. All available flavours except live are the identical con-
      figurations used on the installer media  produced  by  regular  de-
      bian-cd.  When  live is chosen, the live-installer udeb is included
      so that debian-installer will behave different than usual - instead
      of  installing  the  debian system from packages from the medium or
      the network, it installs the live system to the disk.

The live installer seems useful.

I don't recall what the previous release in 2017 was able to do. My notes are not detailed. But I have a vague memory of installing it. The 2017 release was based on Debian Stretch, where "man lb_config" also says that is defaults to not including an installer. The Debian Sugar Blend project uses live, and it is very likely that I used that as a basis. But the lb config step wasn't included in git. It is now.

I propose to use live installer.
