Timeout callbacks should always explicitly return True or False.
Add an apply method to cancel and execute the pending slider changed timeouts. Why? When apply is pressed within one second of a frame activation delay slider change, the change is not recorded. Fixes https://bugs.sugarlabs.org/ticket/4894
