chore: update dependabot config for ci/dev updates

Proposed changes

Move internal-facing dependency updates out of the main changelog:

• Categorize GitHub Actions and dev dependency updates under the 'ci' prefix.
• Categorize devcontainers updates under the 'chore' prefix.
