S3-FIFO Cache Eviction Policy Implementation
This PR adds an experimental implementation of the S3-FIFO cache eviction policy based on the research paper "FIFO Queues are ALL You Need for Cache Eviction" by Juncheng Yang, et al. (Paper Link).
