What is the current behavior?

Currently SurveyJS lacks an onRequiredChanged event handler for questions that fires when the isRequired state of a question is changed whether it be from a requiredIf expression changing boolean result or manually changing the isRequired property.

What is the expected behavior?

An event to be fired when the question's isRequired property changes

I think the following can be used for now. But, it would be nice to not have to register a handler on every question manually.

question.registerFunctionOnPropertyValueChanged("isRequired", ...)
