The localization is actually not working for the dates and date-format:

It's a known issue which is to be resolved in the next 2.4 update - in a couple of weeks.

Currently, the formats used in the scales and columns come from date-fns rather than the SVAR locale, which is why they are not translated. As a temporary workaround you can use date-fns for the scales and provide a template for the columns.
