rename goto(href) to goto(url)

follow-up to #5282 — if goto accepts a URL object, it probably makes sense for the argument to be called url and not href (which implies a string, unlike url which is pleasingly ambiguous). we can also skip the resolution against the base URI in the case where a URL is supplied
