fix: allow instrinsic <svelte:...> elements to inherit from SvelteHTMLElements

(context: this was original pulled over from language-tools, but it's kinda obsolete since elements.d.ts provides all these already and overriding them is not sensible; Svelte will complain about anything that's not an event/binding on these)
