Move iso-639-2 locales into their own directory (and out of the spec …

…path)

Not sure sr-Latin => scr, but it was pissing me off!

scr (Serbo-Croatian) language does not exist for more than 20 years. Serbian language is using both Cyrillic and Latin alphabets so it should be sr-Latn as it was... Coud you please revert that change?
